Introduction

What is Virtual CashCard (vCashCard)?

vCashCard is a new service that enables customers to pay ERP charges using their Credit/Debit cards.

The service is jointly provided by LTA and NETS and use of the vCashCard is subject to the Terms and Conditions Governing the Use of CashCard.

Registration

How do I register for vCashCard?

Register for vCashCard online via the NETS website at https://vCashCard.nets.com.sg. Complete the online application form with your personal, vehicle and bank card details.

NETS will send you an SMS and email notification within 3 working days to advise on the application status and the effective start date of your vCashCard service.

Upon successful registration, the first top-up amount will be deducted from your account.

Prior to the effective start date, please continue to use your CashCard or FlashPay (applicable for second generation IU) for ERP needs.

Which Credit Cards/Debit Cards can be used for vCashCard?

Currently vCashCard only accepts all locally issued MASTERCARD and VISA Cards. If your locally issued card is not accepted at our payment page, you can contact our customer service hotline at 62741212 or email to info@nets.com.sg.

When will GIRO be available for vCashCard?

GIRO payment option is only available for Business users and not available for private motorists.

Is there a monthly subscription fee for vCashCard?

There is no monthly subscription fee for vCashCard.

Is there a transaction fee for vCashCard?

There is no transaction fee for each vCashCard transaction. However, a $0.50 (GST inclusive) top-up fee is charged for each vCashCard top up.

For UOB Credit/Debit Cards, the fee of $0.50 per top-up will be waived till further notice.

What are the top-up options available?

At the moment, the only top-up option is $50 per transaction.

Why is there a $0.50 top-up fee?

Presently, a top-up fee of $0.50 (GST included) is charged for each vCashCard top-up of $50. This fee is required to cover the cost of credit card transaction imposed by the banks and the card schemes.

In the case of UOB credit cards where the cost of Credit/Debit Card transaction is waived by the bank, NETS has likewise waved the top-up fee to benefit the consumers.

Why is there a $1 fee charge to my Credit/Debit Card when I was adding vehicle(s) to my vCashCard account?

The $1 fee is a pre-authorization amount deducted from your Credit/Debit Card to verify that the Credit/Debit Card is in order. This amount will be released back to your account in accordance to your bank’s holding period.

How long does it take for vCashCard to be effective upon registration?

Please allow up to 3 working days for this service to be effective. NETS will send you an SMS/email notification within 3 working days to advise on the application status and the effective start date of your vCashCard service.

Prior to the effective start date, please continue to have your CashCard or FlashPay (applicable for second generation IU) inserted into your IU for ERP transactions until you receive the SMS and email informing you of your successful registration and the effective start date for your vCashCard service.

How many vehicles can I register for this service?

You can register up to 3 vehicles (i.e., 3 vCashCard) per NRIC/FIN. The 3 vehicles can be registered using the same or different Credit Card/Debit Card. However, every vehicle must be tied to 1 vCashCard.

Can I use my Credit Card/Debit Card to pay for vehicles registered under my family members?

Yes.

Usage

How do I top up the vCashCard?

For new applicants, the first top-up amount will be deducted from your account upon successful registration.

For existing users (after the first top-up), the vCashCard will automatically be topped up via your bank account registered for the vCashCard service whenever the amount on your vCashCard falls below $10. This top-up amount will appear in your account statement.

How are ERP charges deducted from my vCashCard?

The ERP charges incurred will be deducted directly from the vCashCard.

If there is less than $10 on your vCashCard , the vCashCard will automatically be topped up via your bank account registered for the vCashCard service. This top-up amount will appear in your account statement.

Is there any limit to the ERP charges charged to my vCashCard?

No, so long as you are within the $10 threshold set for your vCashCard.

To avoid disruption to vCashCard, it is important that your Credit Card/Debit Card has sufficient balance.

What happens if I have my CashCard inside the IU when I pass through an ERP gantry even though I signed up for vCashCard?

If your CashCard is in the IU when passing through a gantry, the ERP charges will be deducted from the CashCard. If the CashCard has insufficient value for an ERP charge, the full ERP amount will then be deducted from the vCashCard that you have registered.

Why is there a long beep when I pass through an ERP gantry even though I have successfully registered for vCashCard?

For first generation IU users, upon successful registration of vCashCard and without a CashCard inserted in the IU, it is normal for the IU to make a long beep when passing through the ERP gantry. Do not panic! The ERP charges will be deducted from your vCashCard. Within 24 hours, you will be able to verify the successful charge in your vCashCard transaction history via NETS website at https://vCashCard.nets.com.sg.

Note: For subscriber with 2G IU installed, there would be two short beeps and the green LED will light up.

Can I use vCashCard for car park charges?

No. This service is currently only available for ERP payments.

We are working with car parks to allow the payment of car park charges using the vCashCard in the future.

Termination

Under what circumstances will my vCashCard be terminated?

When your vCashCard balance falls below $10, we will send you SMS and email notification to top up your account with sufficient funds by 12 noon on the same day. If your vCashCard balance has not been topped up, we will proceed to terminate the vCashCard and your vCashCard service will be terminated when the remaining balance is zero or negative.

What do I do if I lose my Credit/Debit Card or if my Credit/Debit Card is cancelled or terminated?

Please log in to your vCashCard account at NETS website https://vCashCard.nets.com.sg to terminate your vCashCard. NETS will send you an SMS and email notification within 3 working days to advise on the termination status and the effective end date for your vCashCard service. Upon the effective end date, please insert your CashCard with sufficient value in your IU for ERP payments.

What do I do when I receive my replacement Credit/Debit Card?

Please visit the vCashCard website to update your vCashCard with your new Credit/Debit Card.

What do I do if my Credit/Debit Card is blocked by my issuing bank?

Please log in to your vCashCard account at NETS website https://vCashCard.nets.com.sg to terminate your vCashCard. NETS will send you an SMS and email notification within 3 working days to advise on the termination status and the effective end date for your vCashCard service. Upon the effective end date, please insert your CashCard with sufficient value in your IU for ERP payments.

Please note that until your vCashCard is terminated, all charges incurred will continue to be payable by you.

What happens if I would like to sell my vehicle?

Please terminate your vCashCard in advance at the vCashCard website, and allow 3 working days for termination to be effective. Please ensure that your vCashCard balance is not zero or negative at the point of termination.

How do I terminate the vCashCard?

Please login to your vCashCard account at NETS website https://vCashCard.nets.com.sg to terminate the service and allow up to 3 working days for the termination to be effective. Please insert your CashCard with sufficient amount in your IU to pay for all applicable ERP charges upon the effective end date for the vCashCard.

Charges and Credit/Debit Card Issues

How much must I pay for this service?

There is no transaction fee for each vCashCard transaction. However, a $0.50 (GST inclusive) top-up fee is charged for each vCashCard top-up.

For UOB Credit/Debit Cards, the fee of $0.50 per top-up will be waived till further notice.

What happens if I want to change my Credit/Debit Card?

If you wish to change your Top-up Account, you can switch your Credit/Debit Card by logging in to your vCashCard account at NETS website https://vCashCard.nets.com.sg.

Simply change your Top-up Account by selecting the “Update Vehicle” option from the menu and click on the “Change Top-up Account” button. Thereafter, select an existing Credit/Debit Card options available from the dropdown list on this page and click the “Submit” button. The update will be immediate and your vCashCard will be automatically linked to the new Credit/Debit Card for ERP charges.

Note: Change of Top-up Account is only possible if there is more than 1 Credit/Debit Card registered to vehicles under your vCashCard account.

How will the vCashCard transaction(s) be reflected in my Credit/Debit Card statement?

vCashCard top-up transactions will be reflected in your Credit Card/Debit Card statement as “NETS vCashCard Top-up”.

When will my ERP Charges be reflected in my Credit/Debit Card statement?

ERP charges will be displayed only in your vCashCard account under “Transaction View”. The charges will not be reflected in your Credit/Debit Card statement. Only the vCashCard top-up amount will be reflected in your Credit/Debit Card statement.

Transaction View

Where can I check the details of my ERP transactions?

You can log on to the vCashCard website with your User ID (your NRIC or FIN) and Password to check your transactions. The transactions will be updated when LTA sends the transaction files to NETS.

How far back can I view my ERP transaction details?

You can view your ERP transaction history for up to 6 months.

Why can’t I locate my most recent transaction after I have just gone under an ERP gantry?

Transactions are updated when LTA sends the transaction files to NETS. This is typically within 3 hours of the ERP transaction.

Amendments to Vehicle or IU Number

What happens if I change my vehicle or IU number?

You will receive a SMS and email notification from NETS to update your vehicle information to avoid disruption to your vCashCard service. Please login to the vCashCard website to update the particulars.

I intend to change my car. What should I do with the vCashCard?

You may update your new vehicle details by logging in to the vCashCard account.

Refund

How can I request for a refund of my vCashCard?

You can terminate your vCashCard by logging in to your vCashCard account on NETS website at https://vCashCard.nets.com.sg and opting for termination under the “Vehicle Details”. At the point of submission, your virtual account balance cannot be zero or negative.

You can opt to refund the remaining balance into the bank account that you have designate for the top up of your vCashCard or you can opt for the refund into an alternative bank account of your choice within 7 working days.

Is there an expiry date of the vCashCard since it is not subject to wear and tear?

There is no expiry date for the vCashCard. However, if your account is dormant for more than 3 years, your account will be closed. From the 4th year, you can get a full refund of the remaining stored value. From the 5th year onwards, a monthly service fee of $1 will be deducted from your vCashCard until the stored value is fully depleted. On the 6th year, the remaining balance will be forfeited.

Can I refund the vCashCard if I am not the car owner?

Refund of the vCashCard can only be performed by the registered owner of the vCashCard.

Others

Will I still earn rewards points with my registered Credit Card?

Please check with your issuing bank.

How can I reset my vCashCard Password?

If you have forgotten your password, please click on “Forgot password” at the vCashCard login page on the NETS website https://vCashCard.nets.com.sg.

If you have already login successfully, you can opt for “Edit Profile” to update your password.

Who can I contact to make enquiries (including registration status, termination, payment, refunds etc...) for this service?

Is there a difference in cost of ERP charges between the existing CashCard and the vCashCard?

ERP charges are the same regardless of the payment mode used.

Would I be notified that I have low stored value without ATU in my vCashCard?

Every time your account falls below $10, the vCashCard will automatically be topped up via your bank account registered for the vCashCard service. This top-up amount will appear in your account statement.

However, when the balance in your vCashCard falls below $10 and we are unable to deduct the top-up amount from your registered bank account, we will send you SMS/email notification to top up your account with sufficient funds by 12 noon on the same day. If your vCashCard has not been topped up, we will proceed to terminate the vCashCard and your vCashCard service will be terminated when the remaining balance is zero or negative.

Which internet browsers are currently supported for vCashCard?

The supported browsers for vCashCard are Google Chrome and Internet Explorer 9 or above.

Registration

How do I register for vCashCard?

Register for Fleet vCashCard online via the NETS website at https://vCashCard.nets.com.sg. Complete the online application form with your organization, vehicle and bank information.

For organization using Credit/Debit Card as source of funds:

NETS will send you an email notification within 3 working days to advise on the application status and the effective start date of your vCashCard service. Upon successful registration, the first top-up amount will be deducted from your account.

For organization using GIRO as source funds:

Please print and complete the Application Form for Interbank GIRO with the GIRO Reference Number displayed on the screen/emailed to you and send to NETS as follows:

The longer lead-time is for completion of the Application Form for Interbank GIRO and process for the bank approval.

Prior to the effective start date, please continue to have your CashCard or FlashPay (applicable for second generation IU) inserted into your IU for ERP transactions until you receive the email informing you of your successful registration and the effective start date for your vCashCard service.

How many vehicles can I register for this service?

You can register up to 5,000 vehicles per UEN/ROC. The vehicles must be registered using the same Credit Card/Debit Card/GIRO. However, every vehicle must be tied to 1 vCashCard.

Who can register for Fleet vCashCard?

Organizations with vehicle fleet excluding public transport vehicle fleet (OBLTA Scheme) can apply for Fleet vCashCard.

Usage

How do I top up the Fleet vCashCard?

For new applicants, the first top-up amount will be deducted from your account upon successful registration.

For existing users (after the first top-up), the vCashCard will automatically be topped up via your Credit/Debit card/GIRO account registered to the Fleet vCashCard service whenever the amount on your vCashCard falls below the threshold amount that ranges from $10 to 30. This top-up amount will appear in your account statement.

How are ERP charges deducted from my Fleet vCashCard?

The ERP charges incurred will be deducted directly from the Fleet vCashCard.

If there is less than $10/$20/$30 (i.e., threshold amount) on your Fleet vCashCard, the Fleet vCashCard will automatically be topped up via your bank account registered for the Fleet vCashCard service. This top-up amount will appear in your account statement.

Is there any limit to the ERP charges charged to my vCashCard?

No, so long as you are within the $10/$20/$30 threshold set for your Fleet vCashCard.

If your CashCard/FlashPay is in the IU when passing through a gantry, the ERP charges will be deducted from the card in the IU. If the CashCard/FlashPay has insufficient value for an ERP charge, the full ERP amount will then be deducted from the Fleet vCashCard that you have registered.

Termination

If your vCashCard balance is below zero and if the top-up attempt fails (due to terminated bank account or insufficient fund in bank account), we will proceed to terminate your vehicle from your Fleet vCashCard account.

What do I do if I lose my Credit/Debit Card or if my Credit/Debit Card is cancelled, terminated or blocked by my bank?

Please login to your Fleet vCashCard account at NETS website https://vCashCard.nets.com.sg to change your top-up account to a new and valid Credit/Debit Card. If you are unable to replace the top-up account with a new Credit/Debit Card, you are advised to insert a CashCard/FlashPay into your IU until you are able to furnish your new Credit/Debit Card details.

What do I do when I receive my replacement Credit/Debit Card?

Please visit the Fleet vCashCard website to update your Fleet vCashCard with your new Credit/Debit Card.

What do I do if there are changes to my GIRO bank account?

Please contact info@nets.com.sg to inform our Customer Service on the change of your bank account details for top-ups via GIRO. We will contact you to assist you in the changes required on your Fleet vCashCard account.

What happens if I would like to sell my vehicle?

Please terminate your vehicle in your Fleet vCashCard account in advance at the vCashCard website, and allow 3 working days for termination to be effective. Please ensure that your Fleet vCashCard balance is not negative at the point of termination.

How do I terminate the Fleet vCashCard?

Please login to your vCashCard account at NETS website https://vCashCard.nets.com.sg to terminate the service and allow up to 3 working days for the termination to be effective. Please insert your CashCard with sufficient amount in your IU to pay for all applicable ERP charges upon the effective end date for the Fleet vCashCard.
